City of Morganton issued the following announcement May 19.
The City of Morganton invites citizens to comment on its Draft 2020-2024 Consolidated Plan. The draft plan will be available at the City’s Development and Design Office, located at 305 East Union Street, Morganton. A Public Hearing will be held during the Council Meeting on Monday, June 15, 2020 at 6:00 pm in the Council Chambers at City Hall.
These hearings are being conducted in a time of a State of Emergency declared by the Governor throughout North Carolina, due to the COVID 19 pandemic. By Executive Order 121 as amended by subsequent Executive Orders, public gatherings of more than 10 people are banned. Due to that State of Emergency, there shall be limited direct public access to the room in which the City Council meets, and special provisions shall be made for the receipt of public participation in the public hearing. The hearing shall be conducted during a regular meeting of the City Council, which shall be broadcast on CoMPAS Channel 2, and live-streamed on the City’s YouTube Channel.
THEREFORE, for purposes of these public hearings to be conducted on June 15, 2020 at 6:00 p.m., if anyone wishes to appear and testify in person at such hearing, notification of such intent to appear must be provided to the City Clerk in the Morganton City Hall, 305 East Union Street, Suite A100, Morganton, North Carolina, (828) 438-5230, prior to 3:00 p.m. on the date of the hearing, so that arrangements may be provided for one individual at a time to appear at the hearing. In addition, anyone who wishes may submit to the City Clerk a written comment or statement to be considered in the public hearings, prior to 3:00 p.m. on the date of the hearing.
Summary of the Five Year Strategies
The City of Morganton has established the following significant elements for achieving its strategic purpose and objectives through this Consolidated Plan. The Consolidated Plan is in two parts. The first is a five-year plan, which outlines the City’s housing, homeless, and community development needs and the goals, objectives and strategies that will be pursued between 2020 and 2024 to address these needs. The City has established the following significant elements for achieving its strategic purpose and objectives through this Plan.
* Broughton District Reuse Project Updated- This project will seek to adapt and reuse over 1 million square feet of facilities (includes 800 acres). It is a joint District reuse study/project between the state, county, city and private partners. Economic Development will be the main goal. There will be a housing component that will have market rate apartments and the reuse and renovation of existing historic buildings. The Plan also includes connectivity to other areas of the city through trails, greenways and sidewalks.
* West Fleming & Burkemont and College Street Infrastructure Projects will provide connectivity to the Broughton District and other economic development areas in the city.
* Elimination of slum and blighted housing units and vacant buildings in the city through the acquisition, demolition and clearance of abandoned and/or condemned structures which could include the reduction and or elimination of lead based paint hazards.
* Increase economic and job opportunities for low and moderate-income persons in designated redevelopment areas through the Small Business Loan Program.
* Implementing of Mission 2030 which is an Economic and Land Development Plan that examines the needs of the community relating to business and industry and economic growth.
* Stimulating homeownership opportunities for low and moderate income homebuyers by providing down payment assistance and first time homeownership counseling through the HOME Unifour Consortium Program
* Continue supporting programs offered by non-profits that benefit low and moderate-income people and meet the requirements of the CDBG Program.
* Continue to support and assist non-profits with obtaining funding for addressing the needs of homeless persons.
* Continuation of efforts to further Fair Housing and minimize relocation or displacement in all programs.
* Implement public infrastructure projects within qualifying low and moderate income areas such as sidewalk, streets, water, sewer and storm drainage system improvements.
The second part of the plan is a one year action plan. It describes the City’s allocation of federal funds in FY 2020 to address community development needs. The one year plan is described below:
