Congressman Pat Harrigan, who represents North Carolina’s 10th Congressional District, voted in favor of H.R. 7148 to reopen the federal government and move forward with funding for Fiscal Year 2026. The House action follows Senate amendments to a previously negotiated appropriations package.
“House Republicans passed our appropriations bills and did the work required by the Constitution,” said Congressman Harrigan. “The Senate changed the deal, triggered a lapse in funding, and left the House with a choice between reopening the government or letting federal workers, service members, and families pay the price for Washington dysfunction. I voted to reopen the government and keep critical operations running.”
The bill adopts the Senate amendment to H.R. 7148, which provides full funding for five of the six remaining FY26 appropriations bills. This includes funding for Defense as well as Labor, Health and Human Services, and Education. The Department of Homeland Security will operate under a short-term continuing resolution until February 13, 2026. The legislation also restores government operations after an appropriations lapse and ensures that federal employees and service members receive their pay and benefits.
With this vote, government operations resume and most FY26 funding is set, except for a temporary extension needed to complete Homeland Security funding.
In recent elections, Pat Harrigan secured his seat in Congress by defeating Ralph R. Scott, Jr., earning approximately 57.5% of the vote in 2024.
