Congressman Pat Harrigan of North Carolina’s 10th District voted in support of H.R. 3617, known as the Securing America’s Critical Minerals Supply Act. The legislation aims to reduce U.S. reliance on foreign sources for minerals vital to energy production and national security.
“America should never be dependent on foreign adversaries for the materials that power our economy, our energy grid, or our military,” said Congressman Harrigan. “Right now, too many of the minerals we rely on are controlled by countries that do not have our interests at heart. This bill takes a clear-eyed look at where we’re exposed, forces the federal government to confront those risks, and puts us on a path toward building secure, reliable supply chains here at home. If we care about energy independence, economic strength, and national security, this work is not optional.”
The bill gives the Department of Energy more responsibility for identifying weaknesses in critical mineral supply chains. It requires assessments of risks linked to foreign dependence and reviews domestic production capabilities. The department is also tasked with developing strategies to boost sourcing and recycling within the United States and diversify suppliers. Regular reporting to Congress is included as part of efforts to maintain oversight.
After passing in the House of Representatives, H.R. 3617 will proceed to the Senate for further review.
Pat Harrigan was elected in 2024 after defeating Ralph R. Scott, Jr., securing over 57% of the vote.
