Caldwell County appoints Shane Fox as county manager starting December

Shane Fox has been appointed as the new manager for Caldwell County, effective December 1, 2025. The decision was announced by the Caldwell County Board of Commissioners. Fox brings experience in executive leadership, financial management, and regional collaboration within North Carolina.

Fox previously served as Town Manager for Blowing Rock, overseeing daily operations and implementing the town council’s strategies. He also worked as County Manager for Alexander County, where he led efforts to improve service delivery and fiscal sustainability. His background includes nearly 15 years as a governmental auditor and roles such as CFO and Deputy County Manager in Cleveland County. He also served as Executive Director for the High Country Council of Governments (COG), focusing on regional planning and economic development across several jurisdictions.

A native of Caldwell County, Fox returns with his wife Jennifer—also from Caldwell—and their three children: Ryan (married to Abby), Caroline, and Owen. Fox grew up in the Dudley Shoals community and graduated from South Caldwell High School. He attended Caldwell Community College, participating in baseball and basketball, before earning a degree from Appalachian State University.

In recent years, educational data shows that students in Caldwell County have faced challenges preparing for college-level work. For example, only about 17.9% of senior students taking the science portion of the ACT were considered ready for college during the 2022-23 school year; among juniors, this figure was 19.6%. Reading readiness rates were higher at 29.2% for seniors and 25.6% for juniors taking the reading portion of the ACT during the same period. In math, just 14.5% of seniors and 15.4% of juniors met college-ready benchmarks on the ACT (https://www.dpi.nc.gov/).
