State Sen. Warren Daniel has submitted a new bill in the North Carolina Senate seeking to exempt Weaverville from existing satellite annexation rules, according to the North Carolina State Senate.

Labeled as SB 811, the bill was filed April 21 during the 2025 regular session and carries the short title: ‘Weaverville/Remove Cap: Satellite Annexations.’

This legislation would eliminate the cap on how much noncontiguous (satellite) land Weaverville can annex in relation to its main incorporated limits. By amending state law, the bill ensures that Weaverville is no longer subject to the rule barring most municipalities from having satellite areas larger than 10% of their primary territory. If passed, Weaverville joins other localities exempt from that restriction. The change would take effect upon becoming law.
